police to institute a search but had not given his

consent to the deportation.

Teng Tzu-yu, the Viceroy observes, is Sun 容

right-hand man and if he is allowed to remain in Hong- kong the other members of the faction will be encouraged.

The Viceroy therefore asks the Board to request Y.B. to

telegraph to Hongkong to have Teng deported at once.

Our Consul-General at Singapore telegraphed on

the same day reporting the sale of bonds by the

revolutionary leader Sun. The Consul-General had

recently obtained possession of a hundred dollar bond

bearing the number 73,130 with Sun's signature and seal

as & fuerantes which had been sold at Selangor (?). His

request is for a strict and secret investigation.

We would point out to Y.. that the revolutionary

Sun is sowing the seeds of disaffection broadcast and

is skulking about in the neighbourhood of Hongkong

secretly planning outrages. Teng is beyond doubt his

chief accomplice, and the despatch by the latter

of members of his gang to various places in the in-

terier to commit acts of robbery and incendiarias,

taken in conjunction with the distribution of bonds

and collection of funds, may be considered proof posi-

tive of an intention to foment revolutionary outbreaks.

The recent attack on missionary premises at Lien Chou

with the burning of the school buildings and the action

of the Swatow desperadoes in forcing people to join

their ranks and levying tell on traders are, we are

informed, all the work of Sun's revolutionaries, Who

are in the country helping the disturbances. The Board
